Why Russian seeks $30 bn from under the bed

Russians, still fearful of hyperinflation, state-sponsored confiscation of assets and the frequent collapse of banks, have up to $30 billion (£17.5 billion) stuffed under their mattresses.

According to figures from the Central Bank of Russia (CBR), despite a tripling of retail deposits in the past three years to $72.2 billion, only 30 million people, one fifth of the country’s population, have a bank account.

The undeposited money, which a leading economist estimated would have been as much as $45 billion five years ago, based on the new CBR figures, is typically held in American dollars. Russians prefer dollars to roubles because hyperinflation, which hit 1,000 per cent in the early 1990s, effectively wiped out their rouble-denominated savings. The hyperinflation, which was triggered after the Government ceased to fix prices in 1992, after years of keeping them artificially low, is now virtually under control and is expected to be about 11 per cent this year.

Politicians and economists are trying to persuade Russians to deposit their spare cash into bank accounts, which then can be lent to fund companies expansion plans and perpetuate Russia’s economic boom, which has seen gross domestic product (GDP) grow by an average of 6.5 per cent over the past seven years.

According to chief economist at United Financial group (UFG), the Russian investment bank: “Although Russian people are still wary about banks, there is much greater trust in the rouble now and they are more ready to deposit cash. This has led to billions of extra dollars penetrating the banking system in recent years, which has led to an investment boom”.

The introduction of deposit insurance, whereby the Government has pledged to reimburse up to 100,000 roubles (£2,000) of losses per person if a bank collapses, has further shored confidence.
